In December 2016, the City of Shenzhen was awarded the C40 Award for Best Finance and Economic Development Project of 2016 at the Sixth Biennial C40 Mayors Summit in Mexico City among 75 cities and 160 projects participating. The award recognized the city’s innovative emissions trading scheme (ETS), allowing 636 companies and 197 large public infrastructure projects to trade carbon dioxide (CO2) emissions. The Environmental Defense Fund (EDF)-Shenzhen Low-Carbon Development Foundation (SCDF) EcoPartnerhip, which conducted research and drafted policy adopted by the Shenzhen government to integrate bus emissions into the Shenzhen ETS, was a key driver of the city’s prestigious recognition by C40. The EDF-SCDF EcoPartnership has also recently completed a feasibility study to integrate freight vehicles into the ETS, which is expected to be adopted by the Shenzhen government next year.
