IMACC / Ramboll Environ – Suzhou State Environmental Protection Hitech Industrial Park

Concept: 

The IMACC / Ramboll Environ – Suzhou State Environmental Protection Hitech Industrial Park EcoPartnerships aims to 1) improve the air quality levels in chemical industrial plants (CIPs) through research and development (R&D) of air pollutant monitoring and alarming system in China CIPs; 2) promote development of Chinese environmental monitoring system and system integration, and cultivate strong equipment and integrated service providers for these systems; 3) provide a strong foundation to promote environmental monitoring and treatment in CIPs in Southeast Asia, India and Africa, through policy guidance of the Chinese Government’s “Belt and Road” Initiative; 4) provide timely, reliable and public information of environmental quality of CIPs to public, and establish a long-term cooperative mechanism for R&D.

The EcoPartnership will 1) develop continuous air pollutant monitoring and alarming systems for CIPs in China using Huafeng CIP, Dafeng, Jiangsu Province as a pilot project; 2) use fourier transform infrared spectroscopy (FTIR) and traditional air emission measuring equipment to monitor Chinese CIPs for daily, real-time air pollutant concentrations; develop monitoring and alarming software; and 3) build a set of online monitoring systems for air, groundwater and solid pollutants in Chinese CIPs using the air pollutant monitoring system as a model.

Key Accomplishments:

On January 10, 2017, China's first project "infrared stereo monitoring and early warning in chemical industrial park" to which Jiangsu China-U.S. Environmental Monitoring Co., LTD. (EMCUS) invested was established in Dafeng, Yancheng, Jiangsu, China.  In March 2017, EMCUS built the second atmospheric infrared monitoring system in new material industrial park in Jiaxing, Zhejiang, China.

Work Plan: 
Task 1
Build the online monitoring and software systems to monitor the air pollution concentration in Huafeng Chemical Industrial Park in Dafeng, Jiangsu Province by December 2015.
Task 2
Build the monitoring system for 5 to 10 chemical industrial parks in Jiangsu Province and other Provinces, beginning the operation service for the monitoring software system by December 2017.
Task 3
Promote the use of the monitoring system in many chemical industrial parks around China, and set up air pollutant standards and fee system of excess emissions for CIPs that is suitable for Chinese conditions by December 2020.
